Yes, using tasksel and then installing KDE Plasma Desktop on top of RPIOS (Debian) is a safe way to go. However, there are several other ways of installing the KDE Plasma desktop i.e. via Ubuntu and tasksel and then installing KDE Plasma Desktop or full Kubuntu , also there is a way to install KDE Neon on top of Ubuntu.
